Over the past two decades, the African continent has experienced reasonable economic growth oscillating between about 3 ? 6%, yet this growth has not translated in the creation of sufficient ? let alone decent ? employment opportunities for most Africans.?In this background paper, we argue that this is, in part, because macroeconomic policy has not prioritised the creation of decent work. The IEJ proposes a new pro-employment macroeconomic framework that sees macroeconomic policy, in a mutually supportive relationship with sectoral and labour-market policy, target structural transformation and the expansion of decent and productive employment that is inclusive and sustainable.
