Can land reform be undertaken in a way that creates more employment, and livelihood opportunities through self-employment, in an expanding agricultural sector, with improved wages and returns to labour? Currently, farm workers are some of the most vulnerable in the South African labour market with precarious positions and low pay. Also, there remains huge barriers of entry in the commercial farming industry for black entrants.
